Oskar van Deventer

Senior Scientist Quantum Standardisation, TNO, The Hague, The Netherlands

As co-founder and chair of the European standards committee CEN-CENELEC JTC22 on quantum technologies, Dr. Oskar van Deventer has led the 100-author European standardization roadmap on quantum. With a PhD in photonics and two decades of experience in international standardization, he brings a rare combination of technical depth and policy expertise to the quantum field.

Van Deventer addresses the gap between domain experts and standardization professionals through hands-on leadership, actively initiating and supporting new quantum-technology standards, supporting liaison relationships with other organisations, and contributing content and best-practice guidelines to ongoing standards development. His efforts help shape a coherent European approach to quantum while ensuring alignment with broader, global initiatives.

Committed to supporting small and medium-sized enterprises, van Deventer emphasizes how standards enable healthy competition and innovation by ensuring quality assurance, interoperability, and security certification. His advocacy extends across the European quantum community through frequent talks, policy, and engagement with international initiatives and organisations. His leadership has been widely recognised by collaborators, including the German National Metrology Institute (PTB) and the European Commission, for strengthening Europe’s position in global quantum standardization and fostering a collaborative ecosystem grounded in shared technical and strategic goals.
